The Year is now 1939 is heading towards a new world War .
Germany/Austral-Hungaria Empires have developed 1936 tech at this time .

I think that's what he means, also it is Austria-Hungary not Austral-Hungaria, and if you give them 1936 tech, the only thing that will really change is only that a piece of Central Europe is in the pacific...

Every one will have there historical governments at start but will have 2 pre game turns to make alliances . ship building will go from 1 June 1942 on expect for US CVE's , DE's and Frigates and Fleet train which will go historical Build dates .
